This gives you the placement of the city. Put a “square” road against the rocks and extend to the edge of the grass by the river, then another road at right angles towards the bridge. Follow the line of the road Eastwards until you come to a group of rocks. I started the scenario by placing a ship bridge across the river just beyond the end of the road.
